&lt;br/&gt;Abstract: While the growing number of learning resources increases the choice for learners on how, what and when to learn, it also makes it more and more difficult to find the&#xD;
learning resources that best match the learners’ preferences and needs. The same applies to learning systems that aim to adapt or recommend suitable courses and learning resources according to a learner’s wishes and requirements. Improved representations for a learner’s preferences as well as improved search capabilities&#xD;
that take these preferences into account leverage these issues. In this paper, we propose an approach for selecting optimal learning resources based on preference-enabled queries. A preference-enabled&#xD;
query does not only allow for hard constraints (like ’return lectures about Mathematics’) but also for soft constraints&#xD;
(such as ’I prefer a course on Monday, but Tuesday is also fine’) and therefore allows for a more fine-grained representation&#xD;
of a learner’s requirements, interests, and wishes. We show how to exploit the representation of a learner’s wishes and&#xD;
interests with preferences and how to use preferences in order&#xD;
to find optimal learning resources. We present the Personal&#xD;
Preference Search Service (PPSS), which offers significantly&#xD;
enhanced search capabilities for learning resources by taking&#xD;
the learner’s detailed preferences into account.

&lt;br/&gt;Abstract: Hydroinformatics is broadly defined as the application of modern information&#xD;
technologies to the solution of problems associated with the aquatic environment. In their&#xD;
future working and professional environment higher education graduates are expected to&#xD;
effectively work in the “Information Society”.. Implied there is a change from application&#xD;
of disciplinary topics to competence based working where knowledge, skills and attitudes&#xD;
are integrated across separate disciplines. Students in higher education need a learning&#xD;
environment in which they can learn to operate at the level required for starting a&#xD;
professional career. The learning environment therefore should take realistic account of&#xD;
the future working and professional environment with the main focus on development of&#xD;
professional competences of students. The students learn to apply knowledge in&#xD;
professional situations; their competence development is measured and assessed. This is&#xD;
the characteristic of an educational concept which is often termed as ‘competence-based&#xD;
education’.

&lt;br/&gt;Abstract: These proceedings consist of the peer reviewed papers presented at the Fourth TENCompetence Open Wokrshop. This workshop was organised by the EU 6th Framework integrated project TENCompetence, and took place in the Hotel Santo Domingo, Madrid, Spain, on the 10th and 11th of April 10 2008.&#xD;
The objective of the workshop was to identify and analyse current research and technologies in the fields that provide design guidelines and evidence for powerful interfaces, interaction and navigation support, and tailormade competence development opportunities for individual learners, teams and organisations. These actors and organisations (will) use open source infrastructures that contain all the services to (further) develop their competences, using all the distributed knowledge resources (including actors), learning activities, units of learning and learning routes/ programmes that are available online. &#xD;
The main theme of this workshop is to provide an overview on current research on support and empowerment of learners in relation to their competence development.&#xD;
The papers are grouped in the following thematic sections: 1) Pilots &amp; Practices; 2) The Integrated Architecture; 3) Group interaction and group learning; 4) Assessment.

&lt;br/&gt;Abstract: Automated competence tracking and management is crucial for an effective and efficient life-long competence development in learning networks. However, currently there is no systematic method to represent, measure, and interpret competence. In this paper, we analyze the problem of unreliability of competence information in learning networks. In tracking the development of competences in learning networks, a large amount of competence information can be gathered from diverse sources and diverse types of sources, which is subject to uncertainty and unreliable. This paper investigates information fusion technologies that may be applied to address the problem and that show promise as candidate solutions for achieving an improved estimate of competences by fusing (possibly inconsistent) information coming from multiple sources. This paper is intended to motivate educational technology researchers to learn more about information fusion, to perform studies with real and simulated data sets, and to apply in learning networks that may benefit from information fusion technologies.
